UNDER NO CIRCUMSTANCES LET ANYONE NEAR THAT TANK WITH A WELDER!!!
If you want to help the OP dont spout out stuff that you know nothing about!

Nozza - good luck with this and i hope you get it sorted, however, welding would blow the tank up! Ask the guy who fills the tank about it being welded, see how long it takes for him to laugh - 1 second, 2 seconds...

There is absolutely no problem in welding a steel oil tank, as someone else pointed out, if the correct procedures are followed it is a safe and quick fix.

There is always one or two who will pipe up something that they have no knowledge of.

A proper time served welder wouldnt look at this job - maybe a reason why the OP is having such difficulties?!! eh !!
    .

I don't think the OP mentioned the type of tank  as it was installed 6 years ago I would assume it is a plastic tank,

All assumptions aside, problem is now solved. However, there is obvioulsy an issue with folk spouting off any old "advice" and recommending "quick fixes". Some times there is no such thing as a quick fix when it comes to flammable/ hazardous materials. I just think that folk should think twice before piping up stuff that it clearly incorrect.

    cheers..

As your more in depth answer points out a couple of posts up, it can be done. I have previously worked in the trade, the advice given is sound, by your more in depth post regarding it you are now clearly contradicting yourself. However problem is solved :)
