Best rates for small loans

Right basically I need 4k at the best rate, most of the better rates only seem to apply when lending more. I want the loan over 2 years. I applied with Abbey earlier and was refused, I dont understand as I have checked my credit score and it is 999 (which says it is excellent) Any tips on alternatives??
