identity theft protection using thumb print

Hi - not sure which forum to post this under but identity thieves try and take out loans hence the post here. Apparently credit reference agencies will accept a thumb print and then insist on any applications for credit being accompanied by the same thumb print. Sounds cheaper than identity theft insurance and I wondered if there are any disadvantages.

    Who checks the thumb print? How is it to be collected?
    What if fraudsters kidnap you and chop your thumb off to get your print?
    How would you apply online?

    At the moment most banks and retailers have chip and Pin readers - if they all changed to thumb print readers then it might work but I have a feeling that human right crusaders would be on the warpath saying that disabled people with no thumbs would be discriminated against!
