Yes my logic is lending to each other will hopefully filter through to the general public

no.
the volumes arent really changing
still very little going on in the larger periods
just lots of short periods (overnight and yupto 1 week) balance sheet balancing going on

many banks have had their credit lines cut to bad risk banks (such as german banks) and are therefore unable to lend what they would like
