£10 rule -for kelloggs

Think that this question might be one for kelloggs.... Or if anybody else can help it would be much appreciated.
On the CSA1 system i have now read the wonderful little booklet that the CSA send with the assesment. I was reading a part which says that if the assesment changes by less that £10 then they will keep the assesment at the same amount.
I have spoken to my friends (hahha):D at the csa and they said that it applies sometimes but not all, sometimes it £5 and sometime £1.....
can anybody help me when these apply.

Yes, under normal circumstances it is £10 per week. Not sure about the circumstances where it is £5 but on a departure, the change only needs to be £1 per week before it is implemented.0

some backround info.... pre feb £20 the assesment was done feb £29 and then again due to more info being sent in nov £23 the girl that i spoke to said that the £10 tolerance applied for feb-nov but not for the new assesment nov onwards....
do u no why this is the case....
Just spoke to a team leader, looks like they are backdating the tolerance rule to 2004 apparently this will work to my benefit as i paid more..... and now the £10 tolerance to come into my new assesment.....
now its just curosity to know when its the £10 and when its the £5......0
