another CSA question

Ok folks, no doubt some of you will know that my case was due back from CSA on 6th Feb after ICE's recommendations. Got my MP involved and he wrote to CSA regarding this, no contact has been received by him from them since sending his letter back in February.
He threatened to raise this in the house if they did not respond. They promised to write back to him by last week, no sign of it.
His secretary phoned CSA again today, she received a phone call stating that my complaint has been re-allocated to some guy called Tom and that he was not aware that the previous CSA officer Sarah Carr had promised to get a reply back last week. He then went on to say that he will try his best to respond by Friday. His secreatary did say she admired my patience given the circumstances
Is this normal that a case will get re-allocated or are they just using another stumbling block??
