Is there a website where all the current ISA rates for banks & building societies in N.Ireand can be searched? are does anyone know the best no catch rates.

I think this [government] site might help you:

NB: Go to the savings accounts section, and select the tax free option - I think this gives you what you are looking for. Local banks are included - if you select parameters that bring their products into scope.

Why do you want to put your money with an NI institution? You should know by now that you'll almost allways get a better deal elsewhere.
All you need to do is click the Banking Saving tab at teh top of the page.
I'm sorry if this sounds harsh but I'm fed up hearing people complain about the local banks and then continuing to use them when they have plenty of alternatives.
The local banks have exploited this sheep-like mentality for years.0 -

What could be more convenient than managing your ISA online at home? What's convenient about shuffling along a queue at a bank branch?
Lucky for you cifpower is right about Barclays (3.6%) . You have to open the account at a branch but I'm not sure if you can make withdrawals from it. That's if they're 'local' enough for you.
From memory the best you'll get from a 'local' is 1.2% with Progressive. Ulster Bank is 0.5%!!
