DEO if already paying by standing order

Hi, I just have a quick question which even the CSA have been unable to answer.
Under CS1 scheme if the NRP is already paying via standing order and has been every month for 13 yrs can a DEO then be set up?
My OH has been assessed at an amount we can't afford and we have offered another amount which the CSA are happy to let us pay putting the difference on arrears.
This is only if the PWC is happy to accept to and doesn't push for the full amount. If she does (which I assume she will) they have basically said they would be more likely to chase after the ones who pay nothing and it would unlikely they could do anything as he is already paying?
We have all sorts of departures to apply for and a change of circs due so the arrangement shouldn't be for long (fingers crossed).

If you don't pay the full amount, they usually keep tabs and put on a DEO quite quickly but that depends on your caseworker really! In some cases it is a fight to get a DEO put on, and then you hear of cases where it has been put on almost immediately.0
