newbie question

I'm just on the road to actually starting to think about my finances (properly) and was wondering what advice the more experienced MSEs out there could give me on what to do with my ISA.

I have around £8K invested in a stocks and shares ISA that has probably lost a bit as expected over the past year or so. The question is - would I be better to leave it there and let it recover or should I use it to pay off some debts first.

I have no credit cards which would be the obvious, but I do have a personal loan with Natwest (18K outstanding) which I could pay some onto but I was told that as this isn't a flexible loan this would just simply reduce the term rather than give any interest savings. Alternatively I have a mortgage which I can make ad-hoc payments into.
