Your out of luck until they change the legislation.I no longer work in Council Tax Recovery but instead work as a specialist Council Tax paralegal assisting landlords and Council Tax payers with council tax disputes and valuation tribunals. My views are my own reading of the law and you should always check with the local authority in question.0

there are grants available for the installation of solar panels etc but the budget is often very small and so they are hard to get... maybe at the beginning of thefinancial year is a good time to apply
Have you tried doing an internet search on solar panels / grants etc.
Sadly the science behind many of the things you mention is very poor and most dont actually reduce gobal warming but do make lots of money for the people selling these solutions.EU tariff on agricultual product 12.2%
