What I would say is I think a DMP is going to be your best option. If you can stick at the budget you currently have but instead of the payments you currently pay on your secondary debts (unsecured), distribute the £728 you have available, you will be debt free in 7.7 years. This is normally done by negotiating with your creditors on a % basis.
One thing - council tax looks very low. I am on a band b and pay 126 for an ex council house!
If you are feeling ok about managing this, you could look through the following and set up your own dmp.

Did you speak to CCCS? If you did then why not do the online remedy just to see what it comes out at. You have quite a big surplus available for a DMP and as Angerflower said, you could be debt free in just under 8 years. It's worth sticking your figures in to the online service even though it's prob unlikely that you would go with CCCS now, as what they said to you does sound a bit rough!!
Also why not speak to National debtline, I have heard that they can go through your details with you and then depending on your circumstances they will advise you to contact either CCCS or Payplan, which ever suits you best.
Don't give up hope:A you've done the right thing posting on here and after seeing your SOA I really don't understand why a DMP would not be an option for you.
