please explain the deed of variation

The HM Revenue & Customs Instrument of Variation checklist asks "Is the variation signed by all the people whose entitlement is adversely affected?"Really? ICBW but I thought it was only beneficiaries adversely affected by the variation that had to sign
Those not affected are not required to sign the Deed of Variation.0
