forced to buy a bike lock at centreparcs

I hope this is the correct forum. I wanted to ask advice?
We often go to centreparcs and hire bikes. The price of bikes included locks, however if you had your own you could save £2.50 per bike. However now you pay the higher price and are given a lock wether you already have one or not.
This "freebie" means the price for a bike has jumped from £13 to £17 per person. This adds up to a lot of money when you go as a family a couple of times a year.
It seems very money grabbing and We would like to know the best way to challenge what is basically an unfair stealth charge for an unwanted product; or are we simply in a take it or leave it situation.
We would be thankful for any comments

Mainly because unscruptulous people turn up early and pinch the bikes laying on the floor where people just dump them when they can't be bothered to return them ;-)Tim0
