Minimum payment on Visa card

Does anyone know if this applies in UK? Most independant shops set a minimum spend and alot of online retailers chuck in a card handling fee.

Q: Is a retailer allowed to set a minimum transaction amount?

A: Retailers that accept Visa are not permitted to establish minimum transaction amounts, even on sale items or to charge you a fee when you want to use your Visa card – unless local laws specifically allow surcharging.

    UK law was changed a few years ago to permit retailers to add surcharges. But they have to advertise the fact clearly. I think they've always been able to set minimum transaction amounts here.
