Selling Endowment with Guaranteed Sum

I have a 30K with-profits endowment policy (now with Zurich Insurance) due to mature late in 2011. It was taken out with Eagle Star although I think they were taken over by Zurich Insurance. Not surprisingly it is not going to get near the £30K target, but because I took action earlier it is guaranteed to pay out at least 30K as long as meet all future payments of £72 p/m.

I really could do with most of the money now to settle outstanding credit card debts, so I'm exploring some options. I have been given a surrender value of £18K+, so clearly that does not take account of the Guarantee and is therefore not an attractive option.

Would a firm, specialising in buying endowments, offer me a decent price given the circumstances? Would you care to recommend some?

Alternatively, is it possible to sell my policy to someone privately, like a family member, and if so how would I go about it?
