Are you a professional graphic designer?
If not the main con with Photoshop is the fact it costs something like £600. Unless you're doing advanced graphical work stick with The Gimp (free) or Paintshop Pro (£80ish?).
Paintshop Pro can do a lot of things the average user, or web developer may want to do, and just as well as Photoshop. If however, you are serious about graphical work then I'd consider Photoshop.

If you have them both, use Photoshop. If you are looking to buy one, PSP X (which I've got on my PCs at work and home) is cheaper by far and has far more features than I (very much a non-professional) need. The Gimp (http://gimp-win.sourceforge.net/stable.html - GNU Image Manipulation Program) is a perfectly good graphics program and is free to download and use.0
