Council Tax Increase?

How does the council justify an increase of 4% in today's economy?

Any pay rises are always less then the council tax increases

4.9% for me. They need to recover all the money they have lost when the invested in the Icelandic Banks

Government have increased most state benefits by over 5% though. Pity my pay rise was 1.5%, partners was nil and my basic tax credits of £45 hasn't seen an increase for over 3 years.

    Unlucky guys....mine went down 2.2%.

Hard to see how they can justify increases though, and 4.5% is terrible! Do they give any indication as to why in the letters that they send out?
