help with new mortgage

hi does anybody know where i can get a set of rules and regulations governing lenders? my fixed rate ran out in august 2008 and my wife went to our lender to get some info. she took part in a phone conversation and was given some quotes verbally.she made a further appointment so we could both go back to the society but when we spoke about it that evening we decided it was not for us so the next day she rang the society and told them we did not want to take up thier offer and would not be keeping the appointment .Approx 4 weeks ago we where informed they had put us on a 5year fixed rate at 6.39 and that she had agreed to this over the phone which she strongly refutes. I have been in touch with them via thier complaints dept and they said they had sent me the paper work ( i have never recived any paperwork)and as i did not return it they went ahead with the mortgage.they have since told me they do not have a copy of the tape so the mortgage must stand. is this legally binding. I would be really grateful for any advice or guidance as this seems like a really strange way of doing business

    What no copy of the tape !!! thats strange
    You and your wife have not signed up for a new 5 year fix if they dont have the signed up paperwork !
    Call them up and tell them you will be reporting them to the FSA
