Secured Loan - LTV?

Hi there, I am looking at borrowing around £20000 to pay my brother back his money that he invested in the house we both currently own. I m currently trying to buy him out.
Do secured loan lenders take into account what the LTV is with my mortgage provider, for example a secured loan lender would they only lend upto 90% LTV including my mortgage.
