Is this the best I can get?

The best deal I can find is on Moneysupermarket and is for a 5 year fixed rate at 3.99% with A&L. My mortgage is for £47000 with 19 years left. My house is worth about £85000 so I'm below 60% LTV. The mortgage is portable which i want but i'm not sure if I can do overpayments. It costs £251 on the valuation fee and £40 on Land Registry Fees and you get £200 cashback.
Are there any other websites i could check? I've tried looking back on the forum to find better deals but couldn't find any (probably not looking in the right place).

    The A&L 5 year fix at 3.99% is the best on the market at the moment and it has much lower fees than others ( HSBC/ABBEY fee £999)
    The LTV is 65% so I hope your home is ok value wise.
    Check with A & L but I think they allow £499 max overpayment a month.

    I just recieved my KFI from A&L for the 3.99 rate - whilst it mentions the ability to overpay £499/month, it does also say that this will be liable for a ERC on the amount paid.

    The only time to make an overpayment that is penalty free is once a year in January where up to 10% of the amount may be overpaid.
