Water Board claim charges back

After recently finding out my surface water does not go into the water board drains (and getting a plan of drainage) I found out I do not have to pay for the surface water charges thus saving me over £60 per year. But there is a catch you can only claim from about a year back payment as they say they advertise either on your bill or in the gumf they put in with your bill (they called it tarriff charges) so here is my plea if anyone can help I think this is wrong they should make this more clear as "Who reads all the small print on their bills" or all the bull they put extra inside with your bill? can anyone who knows the law a bit or alot help is there any way of claiming further back? like the bank charges? So the moral is check your surface water drainage if yours goes into a ditch or soak away you can claim back and save on your future bill.
