The only thing that would may hinder anyone in Education/Academic sector is working around the term times or if they work in academic professions in the military or prisons a full clearance may prolong the period needed to find a replacement.
The first thing you need to do is get an offer from the potential employer & then get in writing if they can start her prior to the start date should she be able to negotiate a sooner start date.

Just to clarify its normal for the new employer to advertise for a future vacancy they will have next year - which I presume has a current incumbnent. Yet your wifes employer can't advertise for their vacancy they know is coming up next year.
I suggest you ask your wife if she understands the meaning of the word hypocrite.:D0 -

I tell you what, you have me there, that is a valid point and I accept your point. My main question is about the current head calling the new head and laying into them. It seems unprofessional.Only two things are infinite, the universe and human stupidity, and I'm not sure about the former.

Im going to suggest its more to do with the ethos of the industry.
Unless it prejudices your wifes new job or the existing employer breaches the contract there is no harassment of illegal act and your wife shouldnt make her position more untennable.0 -

I think people are getting a couple of issued mixed up here. First and foremost there was nothing wrong in the OP's partner informing her boss of her intentions, it can't be classed as poaching because she is not returning to a role of same level, it is a step up. If the current employer can't meet her desire to want to progress yet elsewhere can then this can in no way be classed as poaching. The term boss is used but does this mean a line manager? HT? Dean? If so all are answerable for their actions. The actions of said boss, whilst maybe not illegal, are highly unethical and unprofessional and should be reported through the grievance procedures of the organisation concerned as it is an attempt to jeopardise the employment prospects of a staff member. I recognise that OP's partner may not want to rock the boat.
As for advertising the position, this would seem appropriate should they wish to formulate a handover period where OP's partner helps new staff member to bed in. If it is an attempt to make the OP's position within the organisation untennable then that is an entirely different situation that once again OP's partner should prepare for and possibly expect.0 -
