Is it the date the application is made by the PWC or the date the CSA receive the forms and open the case or is it the date the NRP gets a letter asking for information or is it the date the CSA find out all the information and make an assesment?

If it is a new case then it is when the NRP receives first contact from the CSA be it by phone or letter.

But what if nrp ignores letter or says he didn't receive it? A phone call is a bit different, but then if he thinks it's someone after money he will probably deny he is who he is!

    Hi

how do you know if you are a new case or an old case? We have just heard from the CSA For the first ime in about 8 years does this mean we could be a new case?
Only two big facts are known for certain: you are on a large, spinning rock hurtling through lonely space at about 67,000 mph, and one day your body is going to die. Will a new pair of shoes really help? :p

If he is non compliant then it is from the date when the PWC got in touch. This I have been told from several case workers over the years

If the case has been open for 8 years then it will be the very complex CSA1!!!

So what technically makes someone "non-compliant" in the eyes of the CSA?

The onus will be on the NRP to prove that they did not receive the letters. i.e prove they were living somewhere else.

If correspondence was sent to a 'confident' address then if no response from NRP will be treated as non-compliant. NRP would have to prove that they did not live at the address at the time to get it overturned particularly as they send out reminders to the first contact letter.
