Endowment Policy

I have a 25 year Endowment Policy for 23K with 1 year to go. The Assurance company who I have the policy with say I might get back as little as 16K. Can this be right? Can and who can I complain to? I have never missed a monthy payment:mad:

What is it worth today? The surrender value today may be higher than the final value in a year's time.
You can complain but you may be time barred or you may have bought before the 29 April 1988 ('A' day).
