Fixed rate mortgage- should I switch?

Hi,
We are in the middle of a 5yr fixed mortgage with RBS. Am currently paying £1116.70 monthly @ 5.65% fixed till 01/01/2012 and also £323.83 @ 5.99% fixed till 30/04/2013 ( This was a home improvement loan). Our house is valued at £270000 roughly. What I need to ask is- should I move my mortgage? We are liable for a 3% penalty if we move before the end of the fixed period. Help!
