I have always understood it to mean: Opportunity To Earn.

It is normally the sort of thing you see when they are advertising for a salesman. In other words, you earn a small salary but you get commission too. So the "opportunity" depends on how good you are, how ruthless you are, and how many hours you are prepared to put in.
