Boat registration

Hello
I may be asking in the wrong place here.
If someone has a boat - quite large fishing type boat, does it or ownership of it have to be registed somewhere? and if so, is there a database that is accessable to the public?

I am after a registration number(?) for a particular boat.

I don't really have the answer but as you state this is a fishing boat then I would expect it to be licensed with the local authority to be able to fish. Also it would be registered with the Harbourmaster as the owner would be paying mooring fees to someone. As for a database accessible to the public I have no idea. Hope someone else can assist. I also found this which ive registration letters for harbours around the UK.
