Mortgage shortfalls

My mortgage will currently mature and the endowments used over the last 25 years will result in a shortfall of 21k. what would be the best way to pay this shortfall without using all savings. I am 53 and would like to retire early if i can

    two ways

    -use savings
    -borrow money

    if your interest rate from savings is higher than you would pay for a loan/borrowings then borrow otherwise use savings.
