letter to mercers recorded delivery

not sure this is the right place to post this if i'm honest but couldnt think where else would be better, plus thought it would be good to warn people of as well!
i posted a letter to mercers on 21/02/2009 recorded delivery telling them i'd changed address and sent a copy of my up to date cccs budget telling them of the changes as they swore last time they had received nothing from the cccs. earlier this week i received mail from them at my old address so thought i should check the track and trace on the post office website to ensure the letter had been signed for, on there it said "accepted at (name and address of post office i posted letter at)". not knowing what this meant i rang the (very annoying) helpline and eventually got through to someone who advised me that firstly if its a letter sent to a PO box address they cant guarantee a signature, and secondly if its sent somewhere where a lot of mail goes daily they usually dont bother signing for mail as "they would be there all day signing individual recorded delivery forms"
so basically recorded delivery can actually mean nothing - it may have got there, it may not, nobody except mercers will ever know and all i can do is claim the fee back for sending the recorded delivery letter, re-write the letter and re-send it recorded delivery again and hope and pray it gets there! all a bit of a pain in the backside when you were due to give birth 4 days ago and have to handwrite letters as you dont have a printer!
just wanted to let people know, if i wasnt aware of it then i'm sure others arent aware of it either!
