Equita Baliffs- but we don't owe!

Not sure if this is the right place to post, apologises if not!

Basically me & my partner have been living in our privately rented flat for 3yrs and the whole time we've had letters & visits from baliffs. We've just got another letter- from Equita.

We've called them again to say that we're not the guy that owes the money- he lived at our address before us. They are after unpaid council tax from the previous occupant- we pay ours!

We give them our landlords details and he always tells them that we're not the people that owe- but they still pursue us.

They've shown up at our door stop on several occassions and we're really fed up.

What can we do?

This is a blatant case of harrassment.
