If you have an arrangment in place that will clear the arrears in 2 years you have nothing to worry about, and if it is referred to the bailiff, your perfectly in your right to get the csa to recall it.
Ok so why do the CSA still administer parallel action? and the 2 year rule is just a managerial steer to clear a back log of arrears before the CMEC fully comes into force!!!!! I'm afraid you have to disbelieve most of what the CSA staff tell you because what is "law" or legislation to them and us doesn't necessarily meant the CSA will follow that to the latter, they follow what they please!!!!! Unfortunately we have had a lot of fathers contact us who have had parallel action and they could easily clear their arrears within the 2 year "steer" it's just that the CSA wanted it paid back pronto!!!
