Waste carriers licence

Hi
My oh is SE builder and removes rubble and old kitchens/bathrooms etc from the clients homes when he has finished the job. Does anyone know if he should have a waste carriers licence, which up until today I didn't know existed. He was told by someone it has been on the local news today, although we can't find an online link anywhere. Have tried the local council website and the Environment agency site too but council has nothing and EA is too complex a pdf document.

Any help please.
