You can only claim for replacing tools, not the initial outlay. To avoid having to provide receipts each year to the tax office, there is an arrangement to allow a Fixed Rate Expense and include this in your tax code.
I think you can find the rates on the HMRC website. You can go back 6 years to year ended 5 April 2003, however you will need to get your claim in before 5 April 2009 otherwise you will lose out by a year. You usually just send a letter to your tax office advising you are a mechanic and you wish to claim fixed rate expenses going back 6 years or whenever you started as a mechanic, whichever is the later.
You may already have this in your code so it may be worth checking first.

Im also trying to do this on behalf of my boyfriend, do i need a certain form etc. Ive been looking on the tax website for ages and im lost!

he just needs to write a letter to his tax office saying he is...whatever his job is...and that he beleives he is due the fixed rate expense deduction for that trade or job. He can go back up to 6 years, or the nungber of years he has been doing that job, whichever is shorter.£705,000 raised by client groups in the past 18 mths :beer:0

You write to the tax office which deals with you currently - your payroll dept will be able to give you the details.£705,000 raised by client groups in the past 18 mths :beer:0
