Phoenix Commercial Collections Help

A gentleman knocked on the door 2 weeks ago, claiming to be in control of a Debt to the Council for Rent Arrears from many years ago.

I knew about the debt about 8 months previously, when a gentleman again knocked on the door and spoke to me about it. We agreed on a Monthly payment plan, and I completed a document to allow the plan to commence. This never started.

The second gentleman didn't leave any form of ID or Contact Details, but said he would be back in 2 weeks to collect an amount of money from me that I just cannot afford to pay at all. He arrived today and I was out, so he left a card through the door.
The company is Phoenix (PO Box 2160, Bolton), which is a part of Phoenix Commercial Collections Ltd.

Who are these people? Are they bailiffs? If so, why are their bailiffs when there has been no CCJ or anything for the debt.

I am on benefits due to illness. Incapacity Benefit due to a mental disability. I explained this to the gentleman 2 weeks ago and proved the benefits to him, but it cut little mustard with him.

What can I do about this debt. I have been told that I am classed as 'Vulnerable' according to the National Standards for Enforcement Agents May 2002.

What Can I do about this debt. The Debts are appearing more frequently, and with being on benefits (not through choice) I am finding it harder and harder each day. Can someone please help me?

    Not 100% sure as I am not 100% sure on who the actual debt is as I have no formal letters regarding this, but 7 years rings a bell.

    As far as I am aware even this sort of debt is statute barred if 6 years have elapsed since you last paid towards it or made any written acknowledgment.

    That would fgure with Pheonix being involved as the old unenforceable debt has been sold off.

    The missus just told me that last year with the first gentleman who was supposed to start the payment plan, she paid £150 to him (cash on the doorstep).

    Does this mean the debt is no longer statute barred? We have no documentation about the debt what-so-ever from anyone.

    Firslty, do you usually hand over £150 to any tom !!!!!! or harry who turns up demanding money from you? What evidence do you have that themoney went towards this supposed debt?

    You either need a prove it letter or wing it with a statute barred letter and let them prove otherwise.

    Luckily the missus got a receipt that time, and the gentleman did show her documentation regarding the debt.

    Basically, I have no idea which way I should go about this. How do I send a Statute Letter, and do I send this to Phoenix or what? Should the debt not be handled by the Council because the Incapacity Benefits mean that the missus (who's name the debt is in) is classed as vulnerable?
