Why a manual underwriter?

I have posted this on the credit card board but they are not as busy as you guys and this is where I feel at home!! Any ideas?

I have just contacted Barclaycard to ask for an increase in my credit limit so I can balance transfer my remaining debt to their 6.9% of the life of the balance where the rest of my debts are. They have sent my application off the a manual underwriter and I wont hear for a couple of days. Is this normal or does this mean they think I'm dodgy? I have a good credit rating and have never defaulted on any payments for any debts. Normally when I apply for credit this is authorised straight away. Should I be bracing myself for a no and will this affect my rating if they do decline.
