interest & bank charges - URGENT advice pls

not sure if this is the right forum but in desperate need of advice so fingers crossed.

Will stick to the facts as I am about to burst!!!

December 2008 - Halifax advised withdrawal of £1200 o/d facility
December 2008 - Disputed withdrawal of o/d but numerous pleas declined
January 2009 - o/d withdrawn
January 2009 - wrote again to Halifax requesting o/d to continue
Febuary 2009 - Halifax write back declining

Now heres the bit I need advice on

Today I get a call from the collections team. They are aware that I cannot find £1200 from thin air but want it back over the next 2 months! I tell them that this is not possible as to make matters worse my hubby has been made redundant and so we are struggling.
I offer to set up a payment plan but the guy says that I should contact a debt management company and even with a payment plan in place I will be charged £28 for every month I do not clear the whole £1200 plus interest.

I appreciate that it is not an arranged o/d since they have taken the facility away but can they really charge £28 plus interest per month that I still owe them money???
We all ask how we got here, but more important is where we go now.

They can add on interest and charges til the cows come home, but if you ain't got it you ain't got it! They cannot get blood out of a stone - your housing, council tax, heating, lighting, water and food costs come first, you are not trying to wriggle out of paying what you owe but you can only pay what you have. They will eventually get the message but in the meantime contact CCCS or one of the other debt counselling charities - they are really helpful. You can hit their website any time or wait till tomorrow and phone them. Don't panic.
