council Tax query

sorry to bother u all, and I know this is in the wrong place, but I've done a search and cant find an answer, plus I only feel comfortable in here.:D
I have a friend whose mum died last year and due to economic climate has not been able to sell her house. There are 5 brothers & sisters all together & one of the sisters is the executor of the will. She has told them they need to pay council tax even though the property is empty. Is this right, (I think not) or can any of you point me in the right direction.

Hi, the first 6 months are council tax free for an unoccupied property, then 50% council tax thereafter as long as the house is unfurnished.2017 - no clutter to be seen challenge: 72/2017
