Give us bins but wont empty them!

After moving into my house a year ago I requested a green bin as I was quite big on recycling, request went through fine, they said I would get one within 6-8 weeks, 3 weeks later my shiny new bin arrived, filled it up and put it out on the day stated for collection and nothing.
I have contacted them loads of times only to be told we are not applicable, because you have to go through a small car park to get to our houses (there a 5 houses) they wont put us on a route for green or brown bins.
I was the only one on my street to have a green bin until 2 months ago my next door neighbour got one too, I had warned them and they were reassured by the council it would be emptied but it hasn't.
Why would they give us bins if they know they wont be emptied, ive been waiting 6 months for them to take the green bin away now (if they wont empty it why should I keep it) and they still haven't been.
Is there anything I can do?

Thanks to Greenbee who gave me the heads up on this.
I live in a city centre and have no recycling collection. Have recently ordered my recycling bin online regardless and, if it ever arrives, I am going to encourage the rest of my Residents' Association friends to do the same. Then I am intending to invoke the above. Can you get the rest of your street to apply for a bin, or agree to allow you to apply on their behalf? Declutterbug-in-progress.⭐️⭐️⭐️ ⭐️⭐️0 -
My council brought a recycling scheme last year. So, now I have 4 bins, but less collections.
Don't think they thought this through properly.If there's a bank holiday, an R in the month or the day ends with a Y, the collection schedule goes to pot.One half of the world cannot understand the pleasures of the other0
