Northern Rock Lending Again

According to BBC News this evening, Northern Rock are starting to lend again (£14 billion to lend over the next two years).

Full details apparently to be released tomorrow, but will include relaxing their policy of pushing existing borrowers to other lenders.
Potentially good news for borrowers (particularly those unable to move)?
