Council Tax / Baliff Help Please

Hi All,

My partner and I got behind with our council tax earlier in the year. Stupidly we waited until we got a court summons before acting. However we went to the council the same day that we received the letter and sorted out a repayment plan to. We have stuck to this plan and not missed a payment. So I was a bit annoyed to get a letter from Excel Civil Enforcement asking for the total remainder of what is owed. It states that they have a magistrates liability order and to ring their baliff (Mr Williams) to sort payment.
What I want to know is:
  1. If they actually have this liability order how come I had no further contact from the council or a court summons.
  2. How could the council pass this to the baliff if I've stuck to the repayment plan.
  3. They state to direct all payments and correspondance to them but I have already made my payment direct to the council yesterday. What happens with this money?
Any help would be greatly appreciated.
