Endowment Surrender - should we shop around?

We were offered £31K for our endowment policy last year and were finally ready to complete the deal a couple of weeks ago (delay due to awaiting papers from mortgage lender, replacement policy documents, etc, as well as our own dawdling) only to be told that surrender values have gone down and we're now being offered the surrender value of £27k plus premiums we have paid since the original offer was made. Is there any point contacting other policy purchasers to find out whether anyone would offer more? Why would anyone pay more? But then why are there so many companies advertising to buy policies if there's no competition? Any advice out there?
