Islington Council Major Works bill

Hello. Islington council is charging me for major works in the estate. A 4k invoice came in under environmental works. I am a freeholder. Do I have to pay for the general improvements? It includes CCTV, landscape lighting, renewing plant beds, etc? Is there a service to support with this queries?

I have a friend who bought an ex council flat in a London Borough and was charged 3 times that as their contribution to maintenance and improvement works in the block. Usually councils notify people well in advance of intended works and likely costs.
You should try and find the conditions of the original sale of your home, which should be with the title deeds. It should tell you what your liabilities are.If you are querying your Council Tax band would you please state whether you are in England, Scotland or Wales0
