am i liable for bailiff fees

My local council have reffered me to the bailiffs for council tax arrears.
I called the council and they refused my offer of direct debit and said i have to deal with the bailiffs and they would not help, as i know this to be untrue i set up a standing order and have almost paid off my council tax in full, i have about £250 left, but after this month's and next month payment it will be finished in time for next yrs bill in april.
I read up my rights and have ignored the Bailiffs letters, i tried the council several times and asked them to call the bailiffs and they have refused. They keep telling me that i must deal with them and have tried refusing my payments, lucilky i can push them though bank or the online payment system.
So suddenly there has been a rush of Bailiff threats to sieze etc, but as they have not been in my house or seen though my blinds i know there is little they can do.
So am i liable for the bailiff fees, as i believe they can only charge me if i make an agreement with them, which i have not, and once the council tax has been paid there is no outstanding amount. Can they chase me for thier fees?

This lists the fees that can be charged for first and second visits..
Please note that a lot of the so called bailiffs who have been visiting people recently are not registered and if this is the case, you do not have to pay the fees.
if you PM Herbie21 with the names of the people who have posted these threats to HErbie21 and the company name, she can check if they are allowed to charge the fees.
Do make sure you keep the doors and window locked, do not open the door to the bailiff and do not leave a car or anything else outside that they can levy on.If you've have not made a mistake, you've made nothing0 -
Thank you, i have already done a quick check on the bailiffs and they are registered etc, and i have had a quick look on the site (great thanks to Herbie21)
All i can find is that they cannot charge if there has been no levy, so im assuming that means i have not paid/made an arrangement with them. Which is what i previously thought.
From what i gather as long as i ignore them and pay off my tax they cannot take any further action against me ?
