I haven't had the time to go back through this thread, however Capita's goons have no authority to "test and examine" any computer equipment unless they have Section 49 RIPA authorisation, which Capita Business Services will NEVER get.
To reinforce: no TV licence is needed to watch catch-up TV via the interweb - and a Capita goon cannot "test and examine" a computer nor can they order a PC user to "bring into operation" a computer to access live feeds (but they may try). Nor can they demand the passwords (if any) in order to access a computer's hard disk.
I sometimes watch catch-up TV in bed using my iPad, no TV goon has any powers to examine it. Likewise TV Licensing won't be able to monitor my encrypted WiFi connection (assuming they can, which I doubt) without breaching RIPA. Saying that, I don't condone licence evasion - if you watch TV as it is broadcast, buy a licence.0
