No one does, they don't have print heads and lack of patents mean catridge manufacters can produce brand new ones for next to nothing. Other cartridge tend to have print heads which make them more valuable as they can't be reproduced cheaply and so can be refilled and sold at a high price that looks competitive to new ones.0
