i want to spend as little as possible - I'm going to get a birthday cake but what else can i do in the confines of a resturant ?

you could ask the restaurant if you can tie up balloons on the back of the table and also make up little table favours maybe? or place names? if you have the table reserved you may well be able to pop in a little earlier before she arrives so that you can set it all up

My local chinese restaurant plays a cheesy combo of songs when they bring the cake out

they also let you tie balloons to the chair of birthday personLove is the answer. At least for most of the questions in my heart,
Like why are we here? And where do we go?And how come it's so hard?
It's not always easy,And sometimes life can be deceiving,
I'll tell you one thing, its always better when we're together0 -
my friend printed off loads of A4 size photos of her daughter over the years, laminated them and used them as placemats
got everyone talking and was a lovely keepsake0 -
How about a special book where you can add photo's of friends etc (with your DD) that are going to be with you & get everyone to write something in the space beside their photo. You can add a selection of baby & growing up photo's too & leave some space for the birthday photo's - a real memory book.
I like the idea of decorating the table, balloons, table confetti, get some of the giant crackers or indoor fireworks if you are allowed to. How about something that gets passed round the table (ball etc) & if you say a given word whoever has the item has to tell a story about your DD??
