are csa payments based on the income of the household?

The CSA payments are based on the income of the NRP regardless of where they live. Plus child tax credits (if applicable) plus working tax credits if they are main earner, or half if they earn same as partner. Why?0

so if i am the main earner and working tax credits are paid to me then csa cant take a cut ?
or is it always when tax credits are applyed for they are automatically joint claim whether one partner is working or not0
