Link referral schemes; Are they for real?

I' ve seen ad's on a social networking site, It claims you can make £00's a week by simply referring links to a well known search engine.
They ask for something like a $1.99 to get the tool/software etc for it.
Sounds too good to be true they probably make money actually from people who send in the small amount of money, but is there an underlying fact to this. Is it possible to buy legit software or sit in front of pc and refer links to the search engine and make money from it. If so how can this be done?
