Your rights when an account is in dispuite

I requested a copy of my original CA from Cabot who failed to provide me with this within the required time, it was my understanding that this then put the account into dispute which meant they could not add any further interest or charges to it.
I have now taken my complaint to the rather useless ombudsman, who in their reply to me said "I have considered your comments regarding the freezing of interest and would say firstly that I am unaware of any requirement on Cabot to freeze interest and/or charges."
Who's correct?
And could anyone quote any particular laws so I can 'remind' the ombudsman in my reply

grr can't sleep getting angry about them! Hate the way they're late in supplying me with a poor copy of my CA but they don't get reprimanded. I bet if i paid my council tax that late something bad would happen.0

At the end of the day AFAIK there is no legal obligation for any creditor to freeze the interest.
