Can one person have 2 mortgages on 2 different properties?

Me and my partner already have a flat which we purchased in 2004 and have a joint mortgage together. Her parents have been living in a council flat and are looking at the possibility at getting their first property due to the falling house prices. Due to their low income (<£15k) they are wondering if its possible to add my partners name in the their mortgage (bearing in mind she already has one in our home). is this possible and are there any consequences to consider? i.e how will this affect her credit rating in the future?
and also what is the mortgage market these days for first time buyers? I've read that banks are still lending at 90% LTV but is that really the case?
